OPEN BOOK WITH TOWN ASSESSOR – MAY 25, 2017 – 4:00 P.M. TO 6:00 P.M.   NO APPOINTMENT REQUIRED Open Book Notice 2017

Property owners are encouraged to attend Open Book if they have any questions on how their assessment was determined and the factors that were taken into consideration in arriving at your assessment.  Open Book is the time period when the Assessor has made the current year’s Assessment Roll open for public viewing prior to being submitted to the Board of Review.  During this period, property owners are able to discuss their assessed value with the Assessor.  The Assessor’s job is to get assessments correct and explain them to property owners.  Often just coming to open book to share information is sufficient to cause adjustments to assessments.  The assessor can make changes to the assessment rolls up to the time of the beginning of the Board of Review.  If the assessor remains convinced that your assessment is correct, ask him to explain the basis on which the assessment was made.

The Board of Review is the first step in the formal appeal process for an individual property owner who protests an assessed value.  The property owner cannot pursue subsequent avenues of appeal unless a formal objection has first been made to the Board of Review. The Board of Review is a court-like body empowered with three primary duties: 1. Boards of Review can adjust assessments when they have been proven incorrect by sworn oral testimony. 2. Boards of Review can correct any errors or omissions in the description or computations found on the assessment roll. 3. Boards of Review can check the assessment roll for omitted property and double assessments.
